This was one of the later pieces regarding online governance before the mass media homogenization of the internet centralized things on “Web 2.0” and put the majority of the authors and practitioners in this space out of business. (... at least insofar as the field actually existed, which some even later authors would wonder.)
I considered Howard to be a theoretical version of what AJK more practically posited about a decade previous. I also appreciated the media studies portion near the end, though it was rather superficial.
